Anyone residing in Sacramento should be aware of the new laws that have become effective in 2014. Two new laws are important to families with young drivers. SB 194 is specific to teen drivers. This law restricts drivers under the age of 18 to use electronic wireless communications devices to write, send or read texts when driving. The device cannot be used even if it is equipped as a hands-free agent.
Another law that may affect a young driver is AB 443, effective in 2014, as well. If you have a relative with an old car that they are willing to donate to your young driver, make sure that there are no old parking fees or toll fees associated with the vehicle. This law is associated with registration and vehicle transfers between members of a family. It freezes the transfer of ownership of a vehicle from one relative to another until parking and toll fines and paid by the person doing the transfer of ownership.
There is also a law pertaining to the bicycle passing distance which will go into effect on September 16, 2014. AB 1371 will require vehicles passing bicycles that are moving in the same direction to pass with no less than 3 feet between the bicycle and the car. If it is not possible to find three feet to pass, then the vehicle must reduce their speed so that there is no danger to the bicyclist when passing.
